I have begun repairing the rusted areas on the 'burnt' car. There has been several areas that where obviously large enough that a patch panel was needed, but I've run into several small areas that appear to need just a fill.
When should someone decide to fill instead of patch?
Also, if filling, what's the best method, using a copper 'spoon' or not?
This shows 2 holes that appear to have good metal between them, therefore, I'd like to just fill.

fill them... back up with copper like you mentioned..
Rough rule of thumbz:
Patch when the metal is thin from the rust. If you try to weld to something the thickness of tinfoil, the hole WILL get larger.
Fill if the hole is small and the surrounding area is solid.
Sometimes a little solder or lead is a quick way to patch. Fills the hole and the pits! Won't rust if ya clean it gud!
Don't use solder with copper chill plates!!!
