I went out and started my blue 914 this morning and it runs perfect (to me) as long as the oil filler cap is Off it runs GREAT.
I'm guessing that it should'nt be blowing air out of the oil filler hole but it is, there is no color to it just plain ole air.
We know I can't run it with no oil filler cap so whats the fix??
you could try venting the crankcase. I thought the 1.8's though had to have a sealed case. What do I know, I am a V8 guy.
Well, I do know some stuff, There is by the oil fill, a vent tube that goes to the intake for venting. Make sure that hose is not plugged up. It if is clogged, you will have problems like you are having. Check that hose first.

the vent hose from the oil filler cap is supposed to go to your air-filter if you DON'T have a PCV valve in the filler cap (just the metal mesh crap) OR, if you have a PCV valve in the filler cap, the vent hose is supposed to go to the throttle body (that gives it more vacuum so it opens the valve easier) ...
if you have a PCV valve and don't connect a hose at all, the valve won't open. if you just connect the hose to the air filter, the valve also won't open. it needs the vacuum from the TB.
if you don't have the PCV valve, the hose needs to go to the air filter, if you connect it to the TB, it will suck way too much air out of the case and you can hear your engine scream really bad.

On my engine the hose from the filler neck goes to the TB there is no pcv valve anywhere to be found nor can I find any reference to one anywhere in the Haynes manual..

Well I'm not sure what your trying to tell me.
Yes I have the pcv aka the black box, at the top of it just below the filler cap I have the hose connector from there the hose connects to the big rubber boot that connects to the throttle valve.
I think the problem is this, there is air blowing out of the filler box, if I remove the filler cap air come blowing out the top very hard.
Maybe I have a problem with my filler cap??
Its got the bottom rubber seal and the o-ring, should the cap reduce the amount of air that can escape through the hose when the cap is on?
Here is a picture of a 1.8 liter oil filler box, notive the hose connection on the spout and not on the body of the filler box itself. The 1.7 and 2 liter had different injection and had it on the body of the box and not the filler spout. The next picture is the one from a 2 liter or 1.7 liter engine.

That is a oil filler off a 75-76 Djet car. They also had the smog stuff.
On 73-74 2.0l cars the small tube welded to next to the filler is where the PCV is.

Checked my 74 L-jet filler and it looks like the top one in sklines post. Opened the cap, looked in and there aint nutthin in that box. It's a straight shot through to the shiney aluminum of the case. As I recall, there is some mesh stuff in there around the edges of the box. A large diameter vacuum hose goes from the fill spout and attaches to the rubber manifold boot directly in front of the throttle body. Got a split in the hose or manifold boot?
If there was a pcv valve, I would put it in the middle of that big vacuum hose. Wasn't one on mine.
Nuttin in the factory parts catalog either. 1.8's don't have the Randelmutter fur plattenventil (disk valve for oil breather).

Sounds to me like you have a whole lot of blow-by from the engine, but what do I know?!? I don't think there should be that much air blowing out of the filler tube. I believe there was a thread not too long ago about venting it to a catch box of some type, or was that venting the heads? hmm , sorry, I probably just confused you more.
