Am I correct in my assumption that this lovely weld bead was added by the DAPO? And that it renders my pedal cluster un-rebuildable?

Stick a hacksaw in here and cut it off. It will take about 5 minutes. Then you can get a new shaft and pedal.
I may have a pedal for you but I think my shafts have wallowed holes on the end. I may have a decent pedal assembly for you if you want it... bronze bushings etc. Needs a paint job. |

Just grind the weld off. the pin is probably sheered ,the rest is fine.
