I always thought that these were for cooling by helping create negitive air pressure, is this like the infamous heated seat cushion or am I wrong (IMG:style_emoticons/default/confused24.gif)

You could make them out of some 3" vinly cove base. Vinyl cove base like they use in office buildings. I think this was a recent topic & I posted this photo:
