Okay, the turn signals on the outside of the car flash just fine, both left and right. My problem is the light in the gauge doesn't flash or even light up. I tested the wire that goes to the bulb with the turn signal on, both left and right, and there is no juice to the wire. Where do I look to fix the issue?

What year? Wiring is different for 70-73, 74, 75-76.

Below is how the turnsignals in your car are connected.
Notice the L/R turnsignal indicator in the bottom left. It is connected to the flasher "C" contact with a Blue/White wire. If this wire is connected to the flasher it might be the flasher is not functioning correctly. BTW, you did test the bulb and it lights up, correct? Attached image(s)
