Those cables connect the vent controls in the dash ( the two black and one red sliders) to the fresh air box and the valves on the drivers side and passenger side that regulate the heat or fresh into the cabin or onto the windshield.
There's a pictureo of them in Haynes.
If your fresh air and heat is working, you probably don't need them; however, if you were rebuilding parts of the system, one more of those cables might have a broken end. The dog-legged ends connect to the in-dash sliders.
