Okay, the turn signals on the outside of the car flash just fine, both left and right. My problem is the light in the gauge doesn't flash or even light up. I tested the wire that goes to the bulb with the turn signal on, both left and right, and there is no juice to the wire. Where do I look to fix the issue?

What year? Wiring is different for 70-73, 74, 75-76.

Below is how the turnsignals in your car are connected.

Notice the L/R turnsignal indicator in the bottom left. It is connected to the flasher "C" contact with a Blue/White wire.

If this wire is connected to the flasher it might be the flasher is not functioning correctly.

BTW, you did test the bulb and it lights up, correct?
