My fan letters and fan sign do light up with half ignition switch turn and half pull on lights switch. BUT ARROWS DO NOT light up at those settings even if I move the sliders. Any thoughts

First thing I’d check is that the bulbs are actually popped in their sockets behind the slider face. They come out easily....
