Do 15x7 cookie cutter's fit 914's without spacers? Does anyone know the backpacking or offset?

No spacers necessary. The are wide enough that 40 percent of them won't fit without pulling the fenders. You can only run about a 195 tire on them.
Been done many many times.

6 inch cookies are a guaranteed fit and allow a 205 tire

On some 914s they will allow it. Most require the fender lips to be flattened or cut out, and many require a little bit of pull to fit the 205s. A few cars will require more than a little bit of pulling for 205s...

Do you know if they have the same backspace as a 5x130 alloy Fuchs wheel?

Yes, the offset for 15x7 is 23mm, the offset for 15x6 is 36mm. Same as
equivalent size fuchs.
