Do all 75/76 cars require the original exhaust?

If everything else is present and functional, but the HE have been replaced along with the muffler, is that compliant?

75 is exempt for, smog check/visual inspection., 76 would technically need a carb number for aftermarket HEs and muffler.

75/76 had a catalytic converter. You could probably fabricate or modify the muffler to include one.
