I want to replace my top rubber on my 74 rear bumper. It looks like the bumper and skirt needs to come off? Is this the case?

Of course, the bolts are all very rusted. Dig out your Aero Kroyl or your PB Blaster. And be prepared for them to come out of the rubber top anyway, because the internal metal structure is all rusted out...
