Was cleaning the area with the wire brush attachment and this area was worse than I thought. Just wondering what is the right way to do this before I go and make a mess of things.

Wire fed welder.....

My main concern there was those holes were going to get a whole bunch bigger before you could find something to weld to.

Yes, the absolute best way to repair this is with metal. However an area this small can also be suitably repaired with POR15 and PORPatch, which is an epoxy.

Unless this is a concours repair, a cold patch could be the easiest way to go.

This area will be hidden with the seal anyway so that is an option.
