The piece on the inner long is a seatbelt holder. I may be wrong but there should be one on both sides. Or was that only with adjustable seats?
My 72 4 had it on both sides |

I have a 1.7 manufactured August 1970 - it had the holder on the driver's side. Probably had one on the other side before the rust set in. |
