Weld an oversize patch, same size patch, or rivet two 1" fender washers together from each side?

Half inch hole, not readily visable, fast and easy is some masking tape to hold a dab of silicone rubber inplace while it cures. Tough, and water proof. Of course welding an exact sized sheet metal plug in place is the "best" solution. (but would require re-doing the tar board to be "correct".) Nothing wrong with a dab of silicone in my opinion. Use black for the "professional" look!
