I'm changing out my flywheel and would like to know if it really is necessary to replace the mounting bolts. I know that some bolts are supposed to stretch when torqued down and are considered as one time use. But the flywheel mounting bolts don't seem to be that type, so can they safely be re-used? Should Locktite be used on them if new or re-used?

No, you don't need to change them out. It is recommended but few rarely do. Yes, use Locktite on them.
