I'm changing out my flywheel and would like to know if it really is necessary to replace the mounting bolts. I know that some bolts are supposed to stretch when torqued down and are considered as one time use. But the flywheel mounting bolts don't seem to be that type, so can they safely be re-used? Should Locktite be used on them if new or re-used?

Bolts can probably be reused, but be sure to replace the locking plate/disc (PN 021105275).

Yes they can be reused.
Also besides the locking plate replace the RMS, flywheel o-ring, felt washer and pilot bearing.
