OT do not call list for cell phones, is this BS? Options

A friend sent this to me. Been trying to confirm this or not. Does anyone know for sure? The website seems legit, I thought I seen a news story on this subject a few months ago but I don't remember what was said (first the minds goes then I forget what's next). Another good one (timing has to be right) is when they start talking to put the phone just behind your behind and let 'er rip. When I put the phone back up to my ear (stinks now, wife hates that one), trying not to bust a gut laughing, I usually hear silence on the other end.
