Do I turn the idle adjuster clockwise or counter-clockwise to Increase the idle?

Clockwise, but remove the cross bar from one side when making the adjustment.
I also used the ball thingy on the throats to make sure they were the same on both sides. Then put the cross bar back on and adjust accordingly if it throws the carbs off.

My experience was I found I hadn't exactly set up the drop links after replacing the worn ball cups ,found when hooking up the crossbar again it was clearly obvious they weren't even.
Reset them and much improved,rebuilt the all the crossbar throttle linkages as due wear on those ball cups I had lots of slack in the system @ those points.
IMO if all this is sorted and your carbs are fresh and you have even vacuum on all throats set up is pretty straight forward.
