I am moving my fuel pump from an up front location to a better up front location. The PO ran the power wire through a hole in the passenger foot well. I don't like that idea. Is there a better option that routes from the fuse box to in or around the steering rack area?

How about the hole for the brake master cylinder switch wire?

That comes through the firewall as part of a big bundle of wiring harness. Then if I recollect properly it dives into the fuel tank well and through a grommet out as a single wire or pair of wires.
A reasonable route. The two key thoughts that I have is to used a fused circuit that is hot when ignition is on, and to properly protect the wire. The hole through sheet metal needs a rubber grommet.
