I have an extra engine lid that has one of these attached. What purpose do they serve and do I need them?Attached Image

So these were used on early cars before they installed rain trays?

My 72 had that and a raintray. That piece in my engine compartment truned into a plastic like substance. Brittle, I broke mine with out a problem
