Does anyone recognize this thin rubber mat found under the pedal cluster that can offer a part number? Ours is breaking down.

I looked in the PDF parts catalog and searched on vendor sites but can't find a part number. Alternatively, is there a material source that I can cut my own?

Drain hole for when the body went though dip tanks prior to paint.

I could see the half-circle cut out helping with that. Why the underside ring and channel? Is this also part of the drainage mechanism? I'm guessing the cars were vertical dip and remove in 1970, not flipped over like cars today.
