Is it at all possible to bolt on a set of 1.7 or 1.8 heads to my 2.0? I'm not looking for power, just reliability, and I have a budget

I would say, find a good welder, get the spark plug hole and exhaust stud welded up.
Then get a few drills and taps and fix the rest yourself... If you are nice to the welder and explain what you are trying to do, he might even walk you through the drilling and tapping procedure to give you some confidence.... You wont learn till you try....if all else fails, weld them up again and try again.... they will be worth the same if they are welded or not, possibly even more if they are welded up already.....
