I always thought that these were for cooling by helping create negitive air pressure, is this like the infamous heated seat cushion or am I wrong (IMG:style_emoticons/default/confused24.gif)

Or get one of the helpful souls around here to measure up a pair of flaps for you. Then you can make 'em out of cut-down mud guards. No problem, and cheaper then the duty across the border...
