i recently bought some tools from a dutch master mechanic, an old timer, and this interesting tool was among them. any idea where it came from? seems like it was part of a roadside repair kit or something.

marked "made in germany," 9mm to 20mm

Those look like cone wrenches, used for holding your cone while tightening the locking nut...
