The turn signal indicators on the dash are gently lit at this point with or without the brake engaged and the car running. There is also a buzzing sound as well that does not go away. This began over the winter on a very, very wet day.

When you say "The turn signal indicators on the dash are gently lit at this point", do you mean with either left or right turnsignal on, both indicators light gently?

Go back and read post no 6. You need a 914 specific flasher unit: the generic ones will work ok but they don't like trying to flash that 1w handbrake warning bulb on its own. They try and flash at a million times a second which is why they make that buzzing noise and the lights are dim.
