I would bet that piece is not structural.
It has very few welds, doesn’t span the full distance

Betcha that is strictly to keep the heating tube rigid

@Brant I’m referring to the piece between the heating duct and the outer sill; maybe the picture doesn’t capture this, but there is no connection between that piece and the duct. I think it was intended to add more rigidity to this part of the structure.

That piece is an extension of the wheel well and ties it in to the structure of the longs and door pillar. If you zoom in on that area of the attached pic it should be clear. The outer clamshell goes over that piece and then the door pillar goes on top of that.
