So, I've just rebuilt a 911SC motor to put into my car. It's mounted in a start cart, and to cut a long story short, it has no oil pressure due to no oil coming out of the tank.
It sounds like a kazoo if I blow into that fitting, but I cannot suck anything out of it. I'd have thought that that fitting would open straight into the volume of the tank, but maybe there's a pipe in there that's collapsed?...
Anyway, I'd like to understand exactly what it looks like there before doing anything drastic... This is, incidentally, a factory -6 tank.

Oh man - sorry to hear you’re having trouble.

See post 211 for internals of Ben’s tank as a generalization. This was a DIY tank I did so I’m sure Ben’s is far better welding and probably slightly different execution but this was also done with Ben’s oversight so shouldn’t be too different.

Fitting in bottom of tank is direct to the tank volume.

In fact, another thought just occurred to me. I might just have been stupid enough to get the inlet and outlet on the tank mixed up. The shop manual suggests the fitting on the side of the tank is the feed to the pressure pump. That, of course, would make the other the line from the scavenge side of the pump. Do I have that right?...

No oil coming from the bottom? That should not be blocked in anyway. There is no plumbing to that area just the return on the filter console side. You hooked it up right? As in bottom of tank goes to engine cooler area and the bottom of the engine(123 side) goes to side of the tank where the filter console is

Yeah I think you have them reversed. Bottom of tank feeds the pressure pump

Doh!... I had it bloody backwards.
I have to concede... It didn't make sense to me, but the factory manual sure looks to have it the other way around. I don't know why I didn't ask before hooking it all up...

I've got oil pressure.
It should be noted that I never started the engine. I spun it with the starter and no spark plugs. And not for long at that.

My interpretation of that schematic is this.
The safety valve is there to prevent over pressurization of the system. Pressure gets too high, the valve opens and dumps the oil to the crankcase. The problem with that is inconsistent oil pressure as the engine will momentarily see "no" oil pressure. The second valve modulates the oil pressure. When it opens some of the pressure escapes back to the tank, but some of it is going to the suction side of the pressure pump alleviating the drop on the pressure side...
If you sent it all back to the tank it'd be no different than dumping into the case.
