What is the purpose of the wire retention tabs next to the horns? 1972 if it makes any difference. Wires for the fog lights and horns don't get close enough (but maybe that is my mistake?). Searched but couldn't find any mention.

These tabs are all over the vehicle - they are usually covered with a piece of thin plastic tube and are bent to retain the wiring harness.

Re-reading: sorry i didn’t really answer the underlying question. Not all tabs are used.

On early cars those tabs were to hold the wire for the fog lamps. The horn wire, when equipped with dual horns, was bridged externally behind the front bumper with a jumper.
Not showed is the piece of factory masking tape halfway across the long jumper hold it up behind the bumper.
Later cars the harnesses were changed and followed a different path.

Seems like so many of these little nuances come down to early vs late. Having worked for years in the industry, I can’t believe how many mid-year changes VW / Porsche made. They really seemed willing to use up parts and create bastard configurations rather than do clean model year change overs.

Examples:
Early built 73’s that had early window mechanisms in the doors
The fuzziness around the changeover between early and late targa tops

And of course 50 years of owners swapping parts just to keep vehicles on the road adds plenty of confusion.

Seconded! Thanks for the explanation @Garland . I don't have that cross over wire so I can ignore the tab. Relieved to lear that I didn't miss something on the assembly, at least not in this instance.
