Lots of people have. Generally they either cut off damaged ones to replace with good fenders, or they cut out specific parts of the fenders when they add flared fenders on.

What's your aim, here?

The surgical approach is to drill out all the spot welds in the top channel, the front flanges (top and side) under the bumper, and inside the fender against the A-pillar. It is possible to remove the bumper in one piece.
