This is the module sold by JWest for allowing you to run with the fog-lights on at anytime, both with and without headlights on (like modern running lights). It also allows the driver to “dip” their lights as a warning - like during passing on a two lane, etc. I purchased it used, never installed and have no install instructions. $63 shipped.

Great product. I have installed one on my 71. It allows you to flash your fog lights when the headlights are off.

I have this kit but haven’t gotten around to installing it yet. I should be able to make a copy of the instructions and share as a PDF if they are needed.
