I'm not sure, but that wheel looks a lot like a Cosmic Wheel, made in England. They were popular with the British roadster and Mini crowd at one time.

Yep, cast aluminum. My local VW dealer used to sell them as a upgrade for Bugs.

Center cap says Cosmic - soon to be FS on the samba unless someone here is interested.

Gonna go grab a forklift and move it to a safe place to pic it clean.
Speedo is broken, but the other guages are good.
